Iran detains at least 114 individuals in November 2025 amid continued repression

At least 114 individuals were detained across Iran by security forces in November 2025, all of whom have been fully identified. According to data recorded by the Statistics and Documentation Center of Hengaw Organization for Human Rights, this figure represents a decrease of one case compared to the same period last year, when at least 115 individuals were detained in November 2024.
According to these statistics, Iran’s security forces detained or abducted at least 22 women activists, 2 children, 51 Kurds, 11 Baha’i adherents, and 10 Baloch people last month. The highest number of detentions was recorded in Kurdistan Province (Sanandaj/Sine) with 29 cases.

The highest provincial figures were recorded in Kurdistan (Sanandaj), Tehran, West Azerbaijan (Urmia), and Sistan and Baluchestan.
Kurdistan (Sanandaj): 29 cases
Tehran Province: 22 cases, including (14 Fars, 4 Turk, 2 Kurd, 1 Qashqai, 1 Gilak)
West Azerbaijan (Urmia): 16 cases (all detained individuals were Kurds)
Sistan and Baluchestan: 10 cases
Khuzestan: 8 cases, including (6 Arab, 1 Lor, 1 Fars)
Alborz: 7 cases, including (6 Fars and 1 Afghan Christian convert)
Kohgiluyeh and Boyer-Ahmad and Razavi Khorasan: 4 cases each
Mazandaran and Golestan: 3 cases each
Kermanshah (Kermashan), Fars, and Isfahan: 2 cases each
North Khorasan: 1 case (1 Kurd)

Detentions by ethnic and national identity
According to Hengaw’s data, at least 51 Kurds were detained in November, accounting for 45% of all cases documented nationwide. Additionally, at least 10 Baloch citizens and 6 Arab citizens were detained.

Detention of 22 women activists in November 2025
