A Report on the Situation of Parham Parvari after Two Years of Detention, Imprisonment, and Exile

Parham Parvari, a young athlete from Saqqez, who was arrested during the “Woman, Life, Freedom” movement in Tehran and sentenced to a total of 15 years in prison and exile, was secretly exiled to Sistan and Baluchestan province after a year and four months. He is now in a dire psychological and physical condition.

According to reports received by Hengaw Organization for Human Rights, Parham Parvari, who has now entered his third year of detention and imprisonment, is being held in Iranshahr Prison, Sistan and Baluchestan province, without any right to leave for even a single day. In the past two weeks, he has had no phone contact with his family. Due to the lack of access and the long distance, Parvari’s family has no information about his current condition and is extremely concerned for his physical health.

As per information obtained by Hengaw from informed sources, Parham Parvari is being held in Iranshahr Prison without consideration of prisoner classification and is housed among ordinary criminals and dangerous offenders, disregarding the regulations concerning the separation and classification of prisoners.

In a conversation with a source close to the Parvari family, Hengaw learned that Parham’s parents have only been able to visit him twice due to the long distance between Saqqez and Iranshahr. The distance from Saqqez, Parham’s hometown, to Iranshahr prison is 1,950 kilometers, and it takes more than 25 hours by car to reach Iranshahr. This long journey poses a significant challenge for Parham’s parents, who are dealing with health issues.

Despite several requests by Parham Parvari’s family through judicial authorities to transfer this political prisoner to Saqqez Central Prison or even to Evin Prison in Tehran, their requests have been denied. This is while, according to the executive regulations of the Prisons and Security Measures Organization, a prisoner can request a transfer to their city of residence after their sentence is issued.

It should be noted that when Parham Parvari was detained by the Ministry of Intelligence in Tehran, his family’s house was submitted as collateral to Evin Prosecutor's Office as bail for his temporary release. However, he was never granted temporary release, and the collateral is still being held.

Parham Parvari, a young athlete from Saqqez, was arrested during the “Woman, Life, Freedom” movement in Tehran after being severely beaten. Following his sentencing on January 13, 2024, he was secretly exiled to Iranshahr prison in Sistan and Baluchestan province.

In June 2023, Engineer Parham Parvari was sentenced by Branch 28 of the Tehran Revolutionary Court, presided over by Judge Amouzad, to 10 years in prison and exile to Jask prison in Hormozgan province for the charge of “moharebeh” (waging war against God) and to five years in prison for “acting against national security.”

This sentence was formally delivered to Parham’s family on Tuesday, June 20, 2023. The court session was held on Sunday, May 28, 2023, after two previous hearings on his charges had been postponed.

The sentence was referred to Branch 9 of the Supreme Court after an appeal by Maziar Tatayi, Parham’s defense lawyer, and was upheld without change in December 2023.

Parham Parvari was first charged with “moharebeh” by the Evin Prosecutor's Office on November 9, 2022, and was transferred from Great Tehran Prison to Evin Prison on April 9, 2023, along with 20 other political prisoners without prior notice.

This young man from Saqqez was violently arrested by government forces on October 3, 2022, while returning home from work amid the public protests in Tehran. During his arrest, Parham was severely tortured by security forces. While being interrogated in Ward 209 of Evin Prison, he was subjected to severe pressure and threats to extract forced confessions.
