At least 241 executed across Iran in October 2025

At least 241 prisoners were executed in prisons across the Islamic Republic of Iran during October 2025, marking a 49.5 percent increase compared to October 2024, when 161 executions were recorded.
This figure represents the highest number of executions carried out in a single month over the past two decades in Iran.

According to data verified by Hengaw’s Statistics and Documentation Center, the identities of 235 executed prisoners have been confirmed, while the identities of six others remain under investigation.

During October, at least eight political prisoners were executed.
Among them were six Arab political prisoners — Ali Mojdam, Mohammadreza Moghaddam, Moein Khenfari, Habib Dris, Adnan Ghabishavi, and Salem Mousavi — as well as Saman Mohammadi Khiarah and Javad Naeimi.
Seven of these individuals had been sentenced to death on charges of espionage for Israel.

At least eight women were also executed across different provinces. Two of them were executed in Isfahan, and others in Zanjan, Qom, Nahavand, Shiraz, Mashhad, and Rasht.
Those executed on drug-related charges included Zeinab Khodabandeh (Isfahan), Nahid Hemmati (Nahavand), and Mahbubeh Jalali (Rudsar).
Five others — Roya Abbaszadeh (Zanjan), Kafieh Ghobadzadeh and Saeedeh Khodadadi (Isfahan), Narges Ahmadi (Qom), and Katayoun Shamsi (Mashhad) — were executed on murder charges.

Despite the scale of executions, Iranian state and judiciary-affiliated media publicly reported only 10 cases, amounting to 4 percent of the total.
Furthermore, 13 executions were carried out in secret, without notifying families or granting a final visit.

Ethnic and national breakdown

In terms of ethnic/national identity, the highest number of executions was among Kurdish prisoners, with 37 cases, representing 15.5 percent of the total.
This was followed by:
    •    Lors: 27 cases
    •    Turks: 17 cases
    •    Gilaks: 16 cases
    •    Arabs: 13 cases
    •    Balochs: 11 cases
    •    Turkmens: 2 cases
    •    Afghan nationals: 11 cases
    •    Persians: 70 cases

The national identity of 37 other prisoners has not yet been verified by Hengaw.

Breakdown of charges

The majority of executions were for murder, with 124 cases, accounting for 51.5 percent of the total.
This was followed by 104 executions for drug-related offenses.

Regional distribution

The highest number of executions during the past month was recorded in prisons across Alborz Province, with 31 cases. In total, executions were carried out in 27 provinces across Iran, with Isfahan Province ranking second with 21 cases, followed by Fars Province with 20 cases:
