Iran executed at least 260 prisoners in November 2025

At least 260 prisoners were executed across prisons in the Islamic Republic of Iran during November 2025. This represents an increase of at least 134 cases, equivalent to 106 percent, compared with November 2024, when 126 prisoners were executed. This is the highest monthly execution figure recorded in Iran in the past two decades.
According to data recorded by the Statistics and Documentation Center of Hengaw Organization for Human Rights, the identities of 257 executed prisoners were verified during November 2025, while the identities of three others remain under review.
No executions of political or religious prisoners were recorded during this month.
At least seven women were executed in Iranian prisons during November. Mitra Zamani from Khorramabad, Kobra Rezaei from Yazd, Qomri Abbaszadeh from Sari and Mahin Rahimi from Mashhad were executed on the charge of “premeditated murder”. Four other prisoners, Zahra Mirghafari from Hashtrud, Zahra Khan-Babaei from Bandar Abbas, Shawkat Veysi from Damghan and Mina Sadoughi from Karaj, had been arrested and sentenced to death on drug-related charges.
Hengaw notes that among the 260 executed prisoners, only two cases — accounting for less than one percent — were announced by Iran’s official sources and judiciary-affiliated websites. The death sentences of four prisoners were also carried out secretly and without prior notice to their families, denying them a final visit.
Breakdown by national and ethnic minorities
According to this report, at least 43 Lor prisoners were executed in Iranian prisons during November, accounting for 16.5 percent of all cases. In addition, 35 Kurdish prisoners (13.5 percent), 22 Turk prisoners and 13 Arab prisoners were executed.

In November, most executions were carried out for “premeditated murder”, with 135 cases, equivalent to 52 percent of all executions. Another 119 prisoners were executed on drug-related charges.

According to Hengaw’s data, the highest number of executions during the past month was recorded in Razavi Khorasan Province with 23 cases. In total, executions took place in 29 provinces. After Razavi Khorasan, the highest numbers were recorded in Lorestan with 21 cases and Khuzestan with 19.
