Two Kurdish men, Arman Bigleri and Pejman Badri, shot dead by Iranian state forces in Ilam

Arman Bigleri and Pejman Badri, two Kurdish civilians from Halilan County in Ilam Province, were shot and killed by Iranian armed forces. Their deaths bring the number of civilians killed by government forces since the end of the Iran-Israel conflict to at least eighteen.
According to information received by the Hengaw Organization for Human Rights, the fatal shooting occurred on the evening of Wednesday, July 23, 2025, near the town of Towhid in Halilan. Both victims were riding a motorcycle when they were directly targeted by Iranian police forces without warning.
Sources indicate that the two young men posed no threat and were unarmed at the time of the incident.
Arman Bigleri’s uncle was among the political prisoners executed during the 1988 mass killings in Iranian prisons.
Based on documented data by Hengaw’s Statistics and Documentation Center, at least 18 civilians—including five women and one child—have been killed by direct fire from government forces in Iran since the ceasefire with Israel, reflecting a troubling pattern of state violence against civilians.
