Hengaw report on armed clashes in Sistan and Baluchestan: Several Jaish al-Adl fighters and an IRGC member killed

Following hours-long and widespread armed clashes between the military and security forces of the Islamic Republic of Iran and members of the armed group Jaish al-Adl in the cities of Iranshahr, Saravan, and Khash in Sistan and Baluchestan province, at least 13 Jaish al-Adl fighters and one member of the Islamic Revolutionary Guard Corps (IRGC) were killed.

According to a report received by the Hengaw Organization for Human Rights, at dawn on Wednesday, August 27, 2025, IRGC forces stormed a residential house on Khayyam 22 Street in the Chah Jamal neighborhood of Iranshahr, sparking armed clashes with unknown gunmen. In the exchange, an IRGC member identified as Javad Abdollahi from Kerman was killed, while several members of Jaish al-Adl also lost their lives.

Local sources stated that the fighting began around 5 a.m. and lasted several hours, during which light and heavy weaponry—including RPGs and mortars—were used. Smoke from explosions remained visible over Iranshahr for hours.

Videos later circulated on social media showed government forces committing extrajudicial executions by firing point-blank shots at captured or wounded Jaish al-Adl fighters. Such actions constitute a direct violation of Common Article 3 of the 1949 Geneva Conventions and international humanitarian law regarding the protection of prisoners of war and wounded or surrendered combatants.

In parallel, in the Hoshak area of Saravan, another residential home was targeted by government forces, leading to a massive explosion and fire. According to local sources, drones and heavy weaponry were used in the operation, causing damage to neighboring houses.

State media, by publishing images of the bodies, reported that at least 13 Jaish al-Adl fighters were killed in these operations—8 in Iranshahr and 5 in Hoshak, Saravan.

Jaish al-Adl, in a short statement, confirmed the clashes and acknowledged that several of its members had been killed, declaring that they had “achieved martyrdom in the path of defending the oppressed and resisting the onslaught of the Islamic Republic’s forces.” The group reaffirmed its commitment to continuing armed resistance and said further details of the clashes would be announced later.

Meanwhile, government media released a video showing an Iranian military commander delivering a speech beside the bodies of the dead, presenting it as a display of power.

The Qods Headquarters of the IRGC Ground Forces issued a brief statement claiming that its forces engaged with what it called “terrorist elements” in simultaneous operations in Iranshahr, Saravan, and Khash, resulting in “several killed or detained.”

Additionally, according to the Baloch Activists Campaign, after the clashes in Iranshahr’s Chah Jamal neighborhood, government forces arrested a number of local Baloch residents. The identities and exact number of those detained remain unknown.
